The proposal was developed together with Roger Pullin and was presented to donors in 1997 and 1998. Three million dollars, duration 3 years. Still searching for a donor. May be broken down into regional proposals.
1992 - Draft proposal to develop ReefBase (see Froese 1994), a large database on coral reefs, was accepted by ICLARM's Research Committee and recommended by the Workshop on Coral Reefs in Townsville, Australia in 1992. Sue Wells wrote the full proposal and the Commission of the European Community later supported ReefBase with a first grant of 450,000 ECU. The Netherlands also supported the project for one year. ICLARM and various other donors supported it thereafter and it was still ongoing in 2002.
1992 - Strengthening of fisheries and biodiversity management in ACP countries, through FishBase and other tools. This proposal of 5 MECU to the European Development Fund required four years of continuous follow-up, mainly to gain the support of ACP countries and the signatures of the Regional Authorizing Officers. It finally started in December 1996 for a duration of four years.
1990 - Implementation of FishBase. This project was supported by a grant of 300,000 ECU by the Commission of the European Community for the first two years, 1990-1992. It was extended for another two years with a grant of 500,000 ECU (1992-1994), and a final year (1995) with a grant of ECU 290,000. In 1996 the project was supported from ICLARM core funds. Thereafter it was supported as part of the EC-ACP Project, then by the LarvalBase and Census of Marine Fishes projects (see above).
1989 - Design of a large relational database (FishBase) on fish biology (morphology, ecology, fishery, aquaculture, genetics, diseases, etc.) at the International Center for Living Aquatic Resources Management (ICLARM), Manila, Philippines. This consultancy was supported by a grant of 50,000 ECU by the Commission of the European Community.
1989 - Development of a towed video-system for in-situ recording of plankton and fish larvae at the Institute of Marine Science (IfM), Kiel University. This project was funded from the EUROMAR budget in the framework of the European EUREKA initiative. It involved collaboration with the Max-Planck-Institut für Biochemie in Martinsried, Germany, and another European industrial partner, Osborne, in Aberdeen, Scotland. The project was extended twice and was still on-going in 1996, with a successful prototype deployed by IfM.
1986 - Development of computer-aided methods (Expert Systems, Numerical Taxonomy, Image Analysis, databases) for identification of fish larvae and fish eggs. This project was funded by the Arbeitsamt Kiel and hosted by the Institute of Marine Research, Kiel. The project was extended twice and lasted altogether 27 month.
1985 - The Maintenance of Aquatic Organisms under Prolonged Weightless Conditions (Aquaspace) (see Froese 1987a). A pilot phase of this project was funded in 1985 by the German Bundesministerium für Forschung and Technik (BMFT). The project was subsequently funded in 1987 by the BMFT, under the leadership of Prof. V. Blüm, Ruhruniversität Bochum, Germany. In 1997 it involved 4 German, 3 US and 1 Russian Universities. A mini-module named C.E.B.A.S. was launched in a Space Shuttle mission in May 1998 (Blüm et al. 1997, Rubin 1/97:6-12).
