Etymology: belvedere: Name from Latin derived from 'bellus' for fine and 'vidēre' meaning 'to see', referring to the type locality of the new species, Ha Long Bay, a UNESCO world Natural Heritage Site in northern Vietnam, famous for the (fine) view of numerous variously shaped and sized limestone islets..

This species is distinguished by the following set of characters: upper jaw is short, its posterior tip does not reaching posterior margin of preopercle; first supramaxilla is long, narrow; dorsal fin with 10-11 (modally 10) branched rays; anal fin, 24-27 (25) branched rays; pectoral fin, 11-12 (11) branched rays; transverse scales 8-9; scale rows in longitudinal series 33-35 (34); gill rakers on first gill arch, upper series 27-32 (27), lower series 32-35 (33), total 59-66 (59); gill rakers on second gill arch, upper series 21-24 (21), lower series 32-35 (33), total 53-59 (54); gill rakers on third gill arch, upper series 15-18 (16), lower series 17-19 (18), total 33-37 (33); gill rakers on fourth gill arch, upper series 11-14 (13), lower series 13-15 (14), total 25-29 (27); gill rakers on posterior face of third gill arch 7-10 (8) ; body is deep, its depth 25.6-27.9% (mean 27.0%) SL; distance between the origins of dorsal and anal fins is rather long, 29.6-31.7% (30.5%) SL; caudal peduncle also rather long, its length 8.0-9.9% (9.2%) SL and is deep, with depth 10.5-11.7% (11.2%) SL (Ref. 123269).
